Job Title: Postal Vote Opening Clerk

Department: Electoral Services

Responsible to: Electoral Services Manager

Purpose of the Post

The purpose of the postal vote opening process is to ensure that returned postal vote packs are opened, checked and accounted for in a secure manner. Ballot papers are not counted as part of this process.

Postal Vote Opening Clerks are employed on a hourly basis in the days leading up to polling day.

Main Responsibilities

The role of Postal Vote Opening Clerk requires great care and concentration to ensure than mistakes are not made. Your work may be observed by candidates and/or their agents.

You will be required to:

  • Attend a training session.
  • Read and agree to the terms set out in legislation covering the secrecy requirements.
  • Act impartially at all times and respect the confidentiality of the material handled.
  • Refrain from engaging in conversation with candidates and/or agents attending the opening sessions.

Postal Vote (Opening Duties)

Postal Vote Opening Clerks will work in small teams directed by a supervisor. They will:

  • Check the number of ballot packs contained in the batch and record this figure.
  • Open and check the contents of the envelopes to ensure that the enclosed ballot papers match those listed on the pack.
  • Tally the number of ballot papers received in each batch and record this figure.

You will be given appropriate breaks nut you must provide your own lunch.

The Returning Officer is not permitted to employ anyone who is/or who has carried out duties on behalf of any political party or candidate at the election. This include subscribing to a nomination paper. All staff will be required to confirm their agreement to maintain the secrecy of the poll.

You may be required to perform additional duties not listed above which are appropriate to your role and experience to ensure the smooth running of the election process. Job descriptions can be amended at the organisations discretion to ensure service needs are met.

  • Be willing to attend training session.
  • Must not have been convicted of an offence under Electoral Legislation.
  • Acceptance of waiving of working time directive for period of employment.
