What is social value and why is it important?

Social Value has been defined as the additional benefit to the community from procurement processes over and above the direct purchasing of goods, services and outcomes. The Public Services (Social Value) Act 2012 states: The authority must consider:

(a) how what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area, and 

(b) how, in conducting the process of procurement, it might act with a view to securing that improvement

Social Value is a broader understanding of value. It moves beyond using money as the main indicator of value, instead putting the emphasis on engaging people to understand the impact of decisions on their lives. When we make investments, or plans to design and deliver services, we look at how our decisions will positively impact local people, our planet and the economy.

It is important because it gets us to think through our actions, consider whether they add value to Tamworth and how they can impact positively on future generations. It helps us to be more socially conscious and create measurable change for the better. 

We develop collaborative and commercial relationships with key partners, to deliver the best possible outcomes for the citizens of Tamworth Borough. Within our social value policy, we have identified three core areas of focus for promoting wellbeing of current and future generations in Tamworth:

Social 

Strengthening local communities, improving quality of life and enabling citizens to achieve their full potential, whilst minimising impact on the environment.

 

Economic 

Supporting local businesses to thrive by promoting skills development for all, ensuring equal access to learning and training opportunities to gain meaningful employment. 

 

Environmental   Creating a sustainable future for the next generation, by building climate resilience and protecting and regenerating our natural environment, through activities that align with Tamworth Borough Council’s Climate Emergency declaration and Nature Recovery declaration. 

How can prospective partners make a bid? 

Every procurement opportunity advertised through the council’s In-tend E-Tendering platform will contain one social value question which will be allocated 5% of the evaluation marks. Where it is feasible, this may be higher, if after considering the contract and its subject matter, it is identified as needing to be appropriately adjusted, enabling social value to be proportionate and relevant in all contracts.

Weighting 5%

The council is actively seeking providers who share their commitment to proactively deliver social value to the borough. Bidders are free to choose those measures that are proportional and relevant to their business and this contract from the attached Social Value Priorities and Pledges document.

Assessment Criteria

  • Proposals are clear, realistic and provide reassurance that the provider has a credible process in place to deliver the pledges being offered.
  • Any pledges promised will need to be evidenced throughout the term of the contract. The provider must detail how they will measure the pledges and report back to the council.

Published along with the Invitation to tender or quote documents will be the Council Social Value Priorities & Pledges. The bidders must read the priorities and decide which pledges they would like to offer and complete their response. The question will be scored out of 5 using our social value scoring matrix. The number of pledges is linked to the value of the contract.
