Tamworth Borough Council has confirmed the appointment of Joanne Goodfellow as S151 officer and executive director of finance, after serving as interim executive director for 15 months.
Joanne’s role report directly to chief executive Stephen Gabriel and form part of the council's executive leadership team.
The appointment follows other recent executive director appointments aimed at strengthening the council's capacity to deliver on multiple fronts – from continuing high-quality services and progressing major regeneration schemes, to preparing for local government reorganisation and meeting the council's responsibilities as a registered social housing provider.
Joanne brings more than 28 years of local government experience working at Tamworth Borough Council since April 1997. She started in internal audit, moving across to the finance team in various roles including Chief Finance Officer and S151.
Joanne has been acting as interim Executive Director since September 2024 pending the finalisation of the Senior Management Review. She qualified as a CCAB accountant (FCCA) in 1996, and is looking forward to leading the finance, revenues and benefits teams.

“Over the past year, Joanne has successfully guided the organisation as Interim Executive Director during our Senior Management Review, providing stability and strategic direction at a crucial time. She is ideally placed to lead our finance teams into the next phase of our development.
