Our climate action scorecards assess climate action across seven sections. 

2 - Buildings and heating

Has the council completed extensive retrofit work on any of its significant buildings to make them low carbon?

  • We have not currently completed any extensive retrofit work, but we are developing plans for decarbonisation of our operational buildings in future.

Does the council have a target to retrofit all significant council buildings (excluding homes) and has this been costed?

  • We don’t currently have a retrofitting target for our operational buildings. The wok being done currently is around data gathering and budget planning for future work where feasible.

Are the council's operations powered by renewable energy?

  • We have switched to a fully nuclear energy tariff across all our operational buildings. 

Are the homes owned and managed by the council energy efficient?

  • Yes, 50% of the council owned buildings are rated EPC C or above.

Does the council have a target to retrofit all council-owned and managed homes and has this been costed?

  • We did some improvement work in 2024 on upgrading some properties. We are now data gathering and budget planning for future retrofitting work where feasible.

Is the council part of a programme or partnership to support home retrofitting, through providing the skills and training needed or in other ways?

  • We don’t currently work with a partner or programme to support retrofitting, but we will continue to explore these opportunities when they arise.

Does the council have a staff member employed to work on retrofitting across the council area?

  • We don’t employ a specific retrofitting officer currently.

Are the homes and buildings in the council area energy efficient?

  • 50% of the council owned buildings are rated EPC C or above.

Is the council actively enforcing Minimum Energy Efficiency Standards of homes in the private rented sector?

  • We are not currently actively enforcing Minimum Energy Standards in the private sector, but we will explore opportunities to do so in future. 

Does the council provide a service to support private homeowners to make their homes more energy efficient?

  • We have home energy help to provide support for homeowners through programmes such as the HEAT campaign and Staffordshire Warmer Homes.  

Does the council offer funding to private renters or homeowners to retrofit their homes?

  • We have home energy help and work with programmes such as the Home Upgrade Grant and Community Home Solutions who offer free energy efficiency upgrades to those who are eligible through their funding routes. 

Does the council have a scheme to allow residents to purchase renewable energy cheaply, through collective buying?

  • We don’t currently offer a renewable energy purchasing scheme

Has the council supported local community renewable energy creation?

  • We have not supported local community renewable energy creation, but it is something we will explore going forwards.
