Our climate action scorecards assess climate action across seven sections.
5 - Planning and land use
Is the council's area-wide net zero target a strategic objective of the Local Plan?
- Our new Local Plan is currently in development and will include our net zero target.
Has the council committed to building all future council-owned or managed housing to a high energy efficiency or operationally net zero standard?
- We aim to ensure all council owned building are EPC rating C or above and will continuously assess where energy efficiency measures can be implemented to support the transition to net zero
Does the council require new homes to make an improvement on the Part L building regulations?
- Whilst we don't ask for an improvement of part L, the new local plan will align with the current building regulations.
Does the council require a fabric first approach for new development?
- A recommendation for fabric first will be included in the sustainable design and development section of the local plan.
Does the council set a requirement that all new homes to be built must be operationally (regulated) net zero?
- We are exploring this through the new local plan, and it will be subject to an assessment of viability.
Does the council require developers to carry out a whole life-cycle carbon assessment of new build developments?
- A recommendation for life-cycle carbon assessment will be included in the sustainable design and development section of the local plan.
Does the council require a higher level of water efficiency for all new homes?
- Our new local plan will align with current guidance on water efficiency (110L per person, per day).
Has the council removed minimum parking requirements for new residential homes across their area?
- We’re exploring removing minimum parking requirements in the areas of the borough with easiest access to sustainable transport, such as in and around the town centre. Minimum requirements will remain in some areas for the benefit of highway safety.
Does the council include a policy in the Local Plan to create 15/20 minute neighbourhoods?
- Tamworth is so small and compact, so we will create policies that help to make sure people have easy access to the things they need without having to travel unnecessarily.
Has the council committed to avoiding new building developments on the functional flood plain?
- We are exploring all possibilities for delivering housing to meet our needs. We will be guided by a robust flood risk assessment to determine what locations are suitable for housing.
Does the council have a minimum requirement for on-site renewable energy generation for new building development?
- It’s something we can explore but will ultimately be influenced by the impact on the viability of development.
Has the council identified suitable areas for new solar energy, wind developments and district heat networks?
- We haven’t so far, due to our limited supply of land. We will instead look to include policies that are supportive of such developments where appropriate.
Has the council approved any planning applications for new or expanded solar or wind developments, battery storage, or renewable district heat networks since 2019?
- Yes, we have approved a 30MW solar farm. The permission reference is 0070/2023.
